Your objective is ensure victory for your side by eliminating all the enemy armies. You will be controlling armies across all the combat zones of the Civil War. You may respect history or not, as you like. North and South does not try to reconstitute history and places playability over realism, it only tries to emulate the atmosphere and overall strategic conditions of the Civil War. Thus, as in reality, the player may choose to advance deep into the South or North, to attack in the center or to attempt a turning movement. This game can be played against computer or between two human opponents. You can also choose between a full strategic mode without the arcade parts or use the arcade mode during the fights, which allows you to directly control your own units.

Taking a simplified board interface, the game features a strategic map of the United States separated into states and territories, where army units are moved around. In each state which has a railway station, there is a fort, the capture of which leads to the player overtaking the whole state. Otherwise, capturing a state involves simple movement, unless there is an enemy army present on the state's title. Armies can be reinforced in two ways: by turning on an option in the main menu, the player controlling the state of North Carolina will get periodic reinforcements by ship; additionally, railways generate money, which in turn generates soldiers. Moving their army units, the player may expand westwards into unoccupied territory. If two antagonistic armies clashes, it will result in a battle. Normally, the battle is resolved in a real time action element. However, players may turn off in-game missions and battles so that gameplay closer resembles a board game. When opposing armies meet in this mode, the results of battles are left to chance, with the outcome weighted towards the larger army. Either army may retreat from these battles. The outcome is also randomised for side attempts to capture an enemy fort or rob a train.
